This is the 3rd Hosting of the Event the first and second being in Agadir, Morrocco, and Alexandria, Egypt.
The event combines the skills and efforts of Lifeguards around the Continent with the fitness and competitive energies of Lifesaving Sport. We encourage all to participate fully in all aspects of the event and gain insights into the challenges and victories from the African Continent.
The Local Organizing Committee under the leadership of our Director of Sport, Craig van Rooyen and the Lifesaving Kwa-Zulu Natal Chairman, Troye Brown with their respective event management teams have done a lot of work behind the scenes to make these championships possible. Huge amounts of planning and preparations have gone into this event. I extend my thanks to each and every person that played a role, your hard work is noted and appreciated.

The following contains information with reference to the organisation rules and regulations pertaining to the 2024 International Life Saving Federation Africa Championships together with the conditions governing each event in the program.

Lifesaving South Africa is pleased to announce that it is the event organizing authority for the 2024 International Life Saving Federation Africa Championships for 2024 (ILSA – C).

Entries open on Monday, 1st January 2024 and close on Sunday 11th February 2024.
The following lifesaving countries have indicated their intention to attend the ILSA Championships:
Open Age Teams:
To be eligible to compete in the 2024 ILSA-C open age competitors shall be a minimum of 16 years of age in 2024 i.e., Competitors who turn 16 years of age before 31 December 2024 are eligible to compete in the ILSA Championships. Competitors who turn 15 years of age in 2024 are not permitted to compete in the Open age category.
The 2024 ILSA – C is based around a comprehensive competition programme conducted over two tests, which includes surf swim, surf board, and beach events. An overall point score will be maintained in the Open Age category with the winners being declared the respective Open ILSA Champions.
Lifesaving South Africa (LSA) has secured the Edward Hotel as the host hotel for the 2024 ILSA – C event.

A shuttle service will be running from the hotel to the event venue.
Confirmation of room bookings must be made via the LSA Headoffice, and payment is required at the time of booking. Please indicate accommodation needs on Attachment 1.
LSA will be covering the cost of 1 Male and 1 Female Athlete and 1 Team Official (only if athletes are participating) per Nation for the 4 nights of the event the 17th, 18th, 19th and 20th March 2024, any additional nights required, and additional attendees will be for the Team’s own account.
Please note that accommodation bookings must be finalised by Thursday 29th February 2024 to guarantee rooms.
All teams in the 2024 ILSA – C may be represented by:
• A maximum competition team of 8 Male and 8 Female Athletes in any one Test
• A Manager
• A Coach
• A Medical/Para Medical Officer
• A Chaperone
• A Competition Official
All Teams may, at their own discretion, add additional members to the Management Team but the medals shall be limited to the Athletes, Manager, Coach, Medical/Para Medical Officer, and Chaperone.
Additional personnel traveling with the team are permitted and it is left to the discretion of each country. Team make-up for each team will be left to the discretion of each country. All selected competitors must be proficient lifesavers in their country and have met their country’s membership obligations in regard to competition eligibility.
Countries are encouraged to bring officials (referees/technical officials) to the 2024 ILSA – C to assist with officiating of the event. The travel and accommodation costs etc. for any other officials than mentioned in the section on the hotel shall not be the responsibility of the host country.
Entry fees are non-refundable.
If the ILSA – C is cancelled with no postponement before the first event is conducted, 50% of all entry fees will be refunded to all countries (50% will be retained for administration costs).
Entry fees of US$380.00 per athlete or delegates (sharing) or US$420 per athlete or delegate (single) will be invoiced by LSA together with payment details.

Team Managers are requested to complete their team sheets and submit to the Host Country by Thursday 29th February 2024. Details of the event entry per competitor will be forwarded to the entered teams.
It is also the Team Manager’s responsibility to ensure that the changes to their competing teams, prior to and throughout the competition, have been registered with the Event Manager.
Note 1: Team composition may change between each Test. A change of a team member must be advised to the Event Manager prior to the commencement of the first event of the relevant Test.
Note 2: As soon as any one Test has begun no country may change the composition of their team for that Test although the teams may substitute their competing members within the events being conducted upon advising the Event Manager of the change. Changes of members within a team contesting an event is permitted up to and including marshalling. However, to assist with administration Team Managers are requested to advise the Event Manager as soon as a change has been decided.
The events will be conducted in the order listed. The programme will be subject to alteration by the Chief Referee if weather or surf conditions warrant. Teams will be notified of any change.

Note: The Chief Referee in conjunction with the Competition Committee, and after discussion with Team Managers, reserves the right to change the order of events or delete any events on the day of competition if safety, weather conditions, programming or other conditions warrant.
The Chief Referee shall conduct a briefing with the Team Management and appointed technical officials on Monday 18th March 2024 at Marine Surf Lifesaving Club.
The Chief Referee shall also conduct a briefing with all appointed technical officials at the beach one hour before the commencement of competition on each day. Officials can then assist with finalisation of the competition set up.
The First Test shall commence at 09h30 on Tuesday 19th March 2024. It is anticipated that this test shall conclude at around 16h00.
Teams shall be required to assemble in team uniform at the Beach Marshalling area at 08h00 for an opening ceremony prior to the First Test that shall include the playing of National Anthems, a brief welcome, and competitor and official’s oaths. All appointed officials will also participate in the opening ceremony. This ceremony shall commence at 08h30.
A further Team Manager Briefing shall be conducted, if required, before each Test and immediately following the conclusion of each day of competition.
The second Test shall commence at 08h00 on Wednesday 20th March 2024.
Following conclusion of the third Test, a dinner and presentation Function shall also be conducted.
Unless otherwise specified in this document the ILSA – C, shall be conducted as per the rules contained in the current edition ILS Competition Manual plus any amending Bulletins or circulars. Refer: http://www.ilsf.org/lifesaving-sport.
A Competition Committee has been established for the ILSA – C.
The Competition Committee will direct all matters relating to the actual conduct of the competition. The Committee may, subject to the rules in the current edition ILS Competition Manual, any subsequent amending bulletins and circulars and these event rules, may postpone, cancel and/or alter any or all ILSA – C events and/or programme, and/or alter the venue of the competition.
The Competition Committee may consult and seek advice from appropriate officials, athletes and other personnel on local weather, surf conditions and safety issues when required.
The ILSA – C Competition Committee shall appoint the various sub committees and panels as required for the ILSA – C (for example, Disciplinary Committee, etc.).
The Competition Committee is responsible for enacting the contingency plan for the ILSA – C. The Chief Referee and the Safety and Emergency Services Coordinator are responsible to the Competition Committee for recommendations concerning competition safety. The Safety, Search and Rescue Guide developed for this event is to be applied by the Chief Referee in considering and making recommendations to the Competition Committee, in consultation with relevant emergency services and lifesaving authorities.

Teams are required to be attired as detailed in the ILS Competition Manual.
This includes the wearing of correct competition attire including swimsuits and competition team caps (including optional helmets in team colours). Hi visibility vests are also required for competitors in water events and for handlers when managing craft in the water.

Note: For beach sprints and for the final runner in beach relays a lane-coloured vest shall be supplied by the organisers to assist with judging and these must be worn in lieu of the hi-vis vests.

To reduce transport costs for competing teams LSA has made arrangements with the Lifesaving Kwa Zulu Natal to provide a pool of 16 malibu boards to be used in competition.
LSA will supply Rescue Tubes that must be used in the Rescue Tube Rescue Races.
Each team shall be responsible for the provision of their own swim fins.
All equipment used in competition will comply with ILS specifications.
Random or deliberate scrutineering may also be undertaken at any time during the ILSA – C. Team Managers/Athletes shall be advised if equipment is to be scrutineered.
The Event Manager prior to the event will undertake a draw positioning for the first water event and first beach event then rotate the position down by one position (i.e. position one to two, two to three and so on) for each subsequent event in each area.
Where there is more than one starter in an event the draw will separate each country’s competitors (i.e., if there are six countries in the ILSA – C the first competitor from a team will be allocated say position one and the second competitor is allocated position seven).
Should there be more than four countries entered in beach sprint and beach flags events the number of starters in these events will be reduced to two competitors per country.
The Chief Referee will undertake any further draws required at the Team Managers briefings or on the beach on the day of competition.
An arena layout consisting of one water area and a beach area will be established for all 2024 ILSA – C competition days.
When warranted, the Chief Referee or Sectional Referee shall fix a time limit for races. Such a time limit shall be advised to competitors prior to the commencement of the event.
Where practicable, disqualifications due to the time limit being exceeded shall be advised to the competitor by the Chief Referee or the Course Judge/Judge-in-Boat.
All protests shall be lodged with the appropriate competition official in accordance with the procedures set down in the current edition of the ILS Competition Manual and shall identify the specific sections/clauses in the Manual and/or event rules upon which the protest is based. A sample Protest Form is contained as Attachment 2 to this document. Further forms will be available from the administration centre and/or from the Competitor Liaison Officers.
An appeals fee of US$100.00 (payable in cash only) must accompany all protest appeals when submitted to the Jury of Appeals for adjudication. If an appeal is upheld the fee shall be returned forthwith. The decision of the Jury of Appeal is final and there is no right of appeal against that decision.

Note: Any appeals proceeds are handed to the Host to assist them defray costs of conducting the ILSA – C.
The point scores shall be based on the number of countries participating. On the basis that there are seven teams participating, the point score shall be 7, 6, 5, 4, 3, 2 and 1 for all events conducted. If there are five teams participating in the 2024 ILSA – C, the point score shall be 5, 4, 3, 2 and 1 for all events conducted, if there are four teams competing the point score shall be 4, 3, 2 and 1 and so on.
The top 2 Athletes and the first team per country will score points.
If a team or individual is disqualified in an event, they will score 0 points towards their countries overall points for placing calculation purposes.
Where event rules allow two persons or teams from a country to start then countries are required to enter into the spirit of the event and ensure two genuine competitors contest the event. This will assist ensure that the level of competition befits the standing of the event.
Dead heats will be declared as such with both countries receiving the full placing points for the placing e.g., based on six countries competing in the 2024 ILSA – C equal 1st will receive 6 points each with 3rd placing receiving 4 points and 4th place receiving 3 points, etc.
A result will be declared for each of the Tests. Each country’s total points from each Test will be added together at the conclusion of all tests to decide the overall winner of the 2024 ILSA – C.
The winner of the 2024 ILSA – C Trophy for Open Age teams will be the country with the highest overall points score.
If a count back is required to determine the result of each test or the overall Challenge result, the relative results shall be determined based on the number of first places gained by a country over the test (or the three tests for the overall result). If teams cannot be separated on this basis, then the second places will determine the winner and so on. If, after an exhaustive review teams cannot be separated, a tied placing/result shall be declared.
After all places have been reviewed then joint winners/placing’s shall be declared.
Teams will be competing for the 2024 ILSA – C, Trophy
Teams placing 1st, 2nd, and 3rd in the 2024 ILSA – C will receive medallions for all recognised team members.
A Presentation Function shall be conducted for all registered International Teams, appointed officials, and invited guests at The Edward Hotel (TBC) on Wednesday 20th March 2024.
Team supporters etc., are also invited to attend at a cost of US$20.00per person but must register and pay by Monday 18th March 2024. Details to be advised.
Beverages may be purchased at the function. Responsible serving of alcohol behaviours will apply and no alcohol will be served to competitors under the age of 18 years.
Team Management are accountable for their team members.
Attendees are to dress casually for this function.
The host federation has sole rights to secure sponsorship for the event.
Each country’s identification code (IOC Country Code) is required on hi-vis vests and swimsuits e.g., CMR, EGY, KEN, MAR, MRI, RSA, and SEN
Participating federations wishing to acknowledge their own sponsors may do so on their team apparel or on equipment, excluding swimsuits, provided that the host approval is first obtained (to avoid any sponsorship conflicts with the host).
The host federation reserves the right to supply all teams with event labels/stickers which must be affixed to all competitor craft in a location specified by the host federation and are to remain visible wherever practicable throughout the event.
Countries shall be permitted to promote the event and or their team within their own country. However, no competitor, team manager, or official or spokesman for a country shall make media statements which could bring their associations, the Challenge series, the event sponsor(s), or officials into controversy. Any such statements may be deemed to be a breach of event discipline and may be dealt with accordingly.
Complaints regarding the organisation of the ILSA – C, or any other matters, should be directed through the appropriate LSA channels, and will be dealt with by the responsible section, or officers. Such official complaints will be acknowledged.
ILS condemns the use of performance enhancing drugs and doping practices in sport.
A policy of drug free competition with possible drug testing has been adopted and endorsed for all events.
The LSA Drug Policy will be enforced for the 2024 ILSA – C (refer Section 4.11 of the LSA sport rules (refer:
https://cdn.ymaws.com/www.LSA.org/resource/resmgr/competition/LSAlifesavingsportrules.pdf).
This policy is consistent with the ILS and WADA policies and competitors are liable for testing under the Anti-Doping Policy of the host country.
Competing teams are advised that any event conducted by LSA is subject to random drug testing, without prior notice. The very strict procedures laid down for the testing for drugs will be observed, and competitors refusing to submit to a drug test will be subject to prescribed penalties as prescribed by ILS and WADA
Those in attendance are reminded of ILS Codes of Conduct and Misconduct clauses as detailed in the current edition ILS Manual.
Any reports of damage or misbehaviour by any individual or team either in the competition arena or before, during or after the ILSA – C will be brought to the attention of the Organising and/or Competition Committee.
Similarly, any person/s found stealing any equipment owned by another person, an association, or its sponsors will be immediately reported to the appropriate authority.
Any charges against the person/s shall be referred to the Disciplinary Committee established for the event.
Countries will be responsible for the selection of their representative teams and make the appropriate arrangements regarding transport, accommodation, sustenance, equipment, outfitting etc. for the team.
Insurance is the responsibility of the individual competitor or team management. The host country is not liable for any loss, damage or theft of equipment.
It is incumbent upon each Country to ensure all management; team members and officials are fully conversant with the contents of this document.
As the ILS Competition Manual is available via the ILS website and this document is available in electronic form via LSA, it is the responsibility of each Country and Official to provide its own paper-based manuals.
All events shall be conducted as per the rules in the current edition ILS Competition Manual plus any amending Bulletins or circulars except where otherwise amended by this document.

Please note that if a total of eight or less open and youth teams enter the ILSA – C, the open and youth events excepting the beach sprint and beach flags shall be conducted simultaneously and separate results recorded for each division. The open teams shall occupy the first starting positions with the youth teams following.
* Should more than four Countries enter the beach flag and beach sprint events the number of starters in these events shall be two competitors per country.
^ The Mixed Taplin Relay races are a variation of the individual Oceanman/Oceanwoman and relay races as Surf Ski events are not included in the programme.
Note: The draws for the Taplin will be held at the Manager’s briefing on day 1.
Event 10: Open Mixed Board Relay Races
The Surf Board events shall be conducted under the general rules of the Surf Board events contained in the ILS Competition Manual except that teams shall consist of one man and one woman competitor who may choose which order in which they compete. Teams will compete around the standard courses for the relevant individual board and ski races.
For the ILSA – C the organisers will utilise the buoys and buoy colours as well turning and finish flags used in their local competitions. Details will be advised at the team manager briefing.
Individuals wishing to contribute to the Drowning Prevention Conference are to submit the Title of their presentation and their abstract of their presentation on Attachment 4. Presentations may be Verbal or in Poster Format. Translation from French to English will be provided. Attachment 4 is due to be returned by the 31st January 2024.
Delegates wishing to attend just the Conference will be responsible for their own transport, accommodation and the conference cost of US$20.00 payable by the 29th February 2024.
